Abstract

The COVID-19 pandemic severely impacted Nepal’s economy. Tourist arrivals collapsed, domestic activity plummeted, and remittances have been volatile. As a result, balance of payments and fiscal financing gaps emerged. After growth was lower than expected in 2019/20, a gradual resumption in economic activity and a corresponding surge in imports and related tax receipts led to higher growth and improved fiscal outturns in 2020/21. However, important fiscal and external financing needs remain to support the COVID-19 response, facilitate a continued recovery, and maintain a comfortable level of reserves.

Abstract

Nepal is endowed with a wealth of natural resources including snow-capped mountains, abundant rivers, sub-tropical forests, significant biodiversity and wildlife, and pristine, diverse landscapes. A part of the Himalayan biodiversity hotspot, the country is recognized for its high endemicity and intact forest habitats. Over 45 percent of tourists to Nepal visit these protected areas, which play a significant role in driving tourism, and contribute to the country's economy. Visitors, however, predominantly visit only four parks, and thus, there is much potential for protected areas in Nepal to further contribute to development goals while maintaining the country's rich biodiversity asset base. This combination of protected areas and rich biodiversity is equally a major tourism asset in an industry which attracts eight billion visitors a year to protected areas. The potential of Nepal's protected area network, and its contribution to the country's economic development is yet to be fully realized. This situation mirrors that of many countries in which governments value protected areas in conservation strategies but overlook them in economic development plans. This oversight is of great concern, as countries, globally, struggle to contain unprecedented biodiversity losses while trying to address development setbacks inflicted by COVID-19. This study therefore sets out to strengthen the economic case for the government of Nepal to promote sustainable and inclusive tourism in its protected areas by estimating the direct and indirect benefits to local economies from protected area tourism.

The topic of slavery is largely under-represented in the historiography of Nepal. This source book, aware of this disparity and wishing to encourage future studies on the topic, provides the reader with editions, translations and a study of selected documents and legal texts of Nepal from the period of the eighteenth to the early twentieth century. These sources are concerned with such different aspects of slavery as donations, transactions, bondservitude, forced labour, emancipation, and law. Sklaverei wurde in der Historiographie Nepals bisher nur unzureichend berücksichtigt. Der vorliegende Quellenband möchte diesem Umstand begegnen, indem ausgewählte Dokumente und Rechtstexte zur Sklaverei in Nepal vom achtzehnten bis zum frühen zwanzigsten Jahrhundert in Edition und Übersetzung zugänglich gemacht und untersucht werden. Diese Quellen befassen sich mit unterschiedlichen Aspekten der Sklaverei wie Schenkungen, Kaufverträge, Schuldknechtschaft, unfreie Arbeit, Emanzipation und Recht.

Abstract

Nepal has a non-neutral history. As an imperial and expansionist power in the Himalayas from the days of its unification in 1769 AD to the Anglo-Nepal war of 1815, Nepal never remained neutral. Also, during the period of Colonialism in South Asia, and particularly after losing the war with the British in 1816, Nepal never exercised the policy of neutrality. Rather, Nepal was raiding Tibet; assisting British India in Sepoy Mutiny; and stood by Britain in the two world wars. Besides, Nepal militarily backed independent India in 1948 over Hyderabad question. But why Nepal suddenly had to take a refuge in neutrality after the political change of 1950? Was it because of Nepal's internal politics, or an attempt to cope with new arrangements in regional security? Nepal's fascination with neutrality was so swifter and inadvertent that Kathmandu, hitherto, has never initiated any policy debates over the all-weather choice. Power elites in Nepal still misperceive neutrality as non-alignment. The aim of the book, however, is not only limited to distinguishing neutrality with non-alignment in the Nepali context but weighs Nepal's claim to neutrality through the Indian and Chinese perceptions to underline the presence of ambiguity and uncertainty in Nepal's claim to neutrality. Illustrating Nepal's attempt to neutrality as a mere survival strategy, this study is less hopeful about Nepal's foreign policy institutions abandoning their Cold War worldview by embracing the strategy of sustenance in today's interdependent and globalized world. Because, as the book suggests, power elites in Kathmandu are customarily lured by the ephemeral yet sporadic geopolitical ambitions, either through discourses or deeds. High-profile events such as the 2022 FIFA World Cup in Qatar have made one thing abundantly clear: Much of today's economic growth would be unthinkable without the low-wage employment of migrant workers. But which cultural, economic, and political infrastructures in the »source« countries make these types of migration possible in the first place? Based on multi-sensory ethnographic research in Nepal, Hannah Uprety retraces the practices of recruitment and instruction that - step by step - transform Nepali labor into an internationally marketable commodity. In doing so, she uncovers a migration regime that effectively turns local men and women into »migrant workers« before they even leave the country.

Abstract

The Śrīḍākārṇavamahāyoginītantrarāja (abbreviated to Ḍākārṇava, “Ocean of Ḍākas or Heroes”) is one of the last scriptures belonging to the Buddhist Saṃvara tradition in South Asia. It was composed in the eastern area of the Indian subcontinent sometime between the late 10th and 12th centuries, and its extant version was most likely compiled around the early 12th century. Chapter 15 of the Ḍākārṇava, (hereafter Ḍākārṇava 15) teaches a large-scale and elaborate maṇḍala of the highest god Heruka that comprises 986 major deities. This monograph presents the first critical edition and English translation (with annotation) of the Sanskrit text of the Ḍākārṇava 15, elucidates its form and meanings, and clarifies its significance in the history of Buddhism in South Asia. I also provide the first critical edition and English translation (with annotation) of Jayasena's Ratnapadmarāganidhi ("Precious Ruby Treasury," composed in the 12th century), which is the oldest manual for visualizing the Heruka maṇḍala of the Ḍākārṇava 15. In the last stage of the history of Tantric Buddhism in India, when various Buddhist Tantric traditions were already present, some texts were composed, such as the Kālacakratantra and the Vajrāvalī of Abhayākaragupta. These texts provide inclusive Tantric systems in which various preceding traditions are integrated and reorganized. The Ḍākārṇava is one such text. The Heruka maṇḍala in the Ḍākārṇava 15 is comprehensive and integrates deities from various Tantric traditions and components of the Buddhist cosmos within the framework of the Saṃvara system.

Abstract

This socio-political history on the aftermath of the 1934 Bihar-Nepal earthquake explores disaster aid, relief, and reconstruction and the questions they give rise to about class, communities and inequality. The book traces disaster responses across the twentieth century in order to demonstrate how they were embedded in political processes transcending the event of the earthquake. Aid, relief and reconstruction mirrored political agendas and ideas that articulated both changes and continuities by the colonial state, civil society and international organisations. The impact of the earthquake and aid in its wake varied widely according to social groups, ethnicity and gender in the aftermath. By studying the effects of the earthquake on communities directly affected and society, the author argues that we can come closer to an understanding of the role political, social and cultural factors held in shaping resilience to natural disasters. This title is also available as Open Access on Cambridge Core.
